Our demands
Our Demands concerning the Penning-in Order
Since 22. October 2005, in the whole of Germany, all poultry has to be kept in secure housing according to an emergency ruling issued because of bird flu. This "penning-in order" is compulsory for both commercial and hobbyist keepers. It lays a heavy burden onto pet-holders of Indian Runner Ducks and their charges.
We demand:
1. the immediate withdrawal of the emergency penning-in order, because:
- the dangerous situation outlined by the government does not exist.
- the key event "bird flu in Moscow" was not triggered by migrating birds. 1)
- migrating birds do not spread the bird flu virus H5N1. 2,3)
- wild birds infected with the virus H5N1 become seriously ill and die quickly. 3)
- sick wild birds are unable to undertake migration. 3)
- dead ducks don't fly! 4)
2. the same privileges, at the very least, to hobbyist poultry keepers as are given to zoo birds:
- Free-range keeping with immediate effect
- Vaccination option 5)
3. a blanket prohibition to keep waterfowl housed, because:
- keeping waterfowl penned in is cruelty to animals.
- cruelty to animals contravenes our basic constitutional law. 6)
- animals must be housed in a manner to suit their character. 7)
- animals must be able to move about in a manner to suit their species. 7)
- ducks must have access to a run. 8)
- ducks must have facility for bathing. 8)
We state further:
1. The embarrassing political announcement "We cannot exclude that ..." is:
- no proper evaluation of the risks.
- no justification for cruelty to animals a million times over.
- no justification for slaughter because of lack of space for proper housing. 9)
2. With its emergency measures the government is banking on:
- empowerment rather than conviction. 10)
- high fines rather than argumentation. 11)
- the criminalisation of hobbyist poultry keepers. 12)
- consensus of opinion in the population through the generation of panic. 13)
- the German "virtue" of denunciation. 14, 15)
